Phillip A. Nokes, DO, CAQSM, is a 1978 graduate from the Oklahoma College of Osteopathic Medicine in Tulsa, OK. After a rotating internship at Plantation Memorial Osteopathic Hospital, he returned to Edmond and spent one year with Wayne Roberts, DO, in primary care. He moved his family to Chandler and spent 13 years in general practice, which included family medicine, obstetrics, emergency medicine, OMT, and as the team physician for the Chandler schools. He then moved to Stillwater in 1993 to serve at the Student Health Center and assistant team physician for NCAA sports. He helped develop the manual medicine aspect of the Sports Medicine Fellowship at OSU. In 2004, duty called, and he left to serve on a deployment to Kuwait and Iraq for a year. After returning, he started a career caring for industrial athletes with Premise Health Care across the state. He is currently working as a PRN provider for Premise Health Care in Oklahoma City, Tulsa, and Enid. He and his wife Teresa live in Edmond with their two grandsons.

Beau Ratke, MEd, began his law enforcement career at the Oklahoma ABLE Commission in 2006 before joining the Bureau of Narcotics in 2012.  During his career at OBN he has served within the Enforcement, Human Trafficking and Diversion divisions.  In January of 2018 he was promoted to Agent In Charge of the Tulsa Diversion Unit.  In October 2021 he was again promoted to Chief Agent where he currently oversees the Bureau’s Prescription Monitoring Program, the Registration Unit as well as all bureau law enforcement operations for Tulsa and McAlester geographical areas and the statewide Diversion Division.  He has presented on the topic of Drug Diversion to numerous conferences and groups as well as for educational videos. He is also the Administrator for the Bureau’s Rx Take Back Program and serves on numerous boards, task forces and committees including the Oklahoma Chapter of the National Association of Drug Diversion Investigators.

OSBI Director Ricky Adams has served as a professional lawman for over 42 years. He began his career at the municipal level with the Elk City and Edmond Police Departments before joining the ranks of the Oklahoma Highway Patrol in 1986.  Adams then continued a 32-year career, serving at every level within the Oklahoma Highway Patrol to include as the Assistant Commissioner for the Oklahoma Department of Public Safety. He was selected as Chief of the Oklahoma Highway Patrol in 2013 and served in that capacity until deciding to retire in November 2017. Adams was soon asked to delay retirement and join the Oklahoma State Bureau of Investigation as its Deputy Director in February 2018 and was later unanimously selected as Director, assuming command of the bureau on July 1, 2018.  Notably, US Army Major General (Retired) Ricky Adams is a combat veteran who retired in 2014 after 35 years of service in the Army National Guard.

Richard Zimmer, CMBI, is received a Bachelor of Science Degree in Professional Law Enforcement from Oklahoma City University and began his career at the Oklahoma City Police Department in 1978. Three years later, Rick was appointed to the Oklahoma State Bureau of Investigation [OSBI] and assigned to the Central Regional Office in Oklahoma City.  After completion of the OSBI Academy, Zimmer was assigned to the Southwest Regional Office, Lawton were he served as a Resident Agent in Altus, Oklahoma, conducting investigations in the Southwest part of Oklahoma.  In 1984, Zimmer transferred back to the OSBI Central Regional Office where he was assigned to the Auto Theft Unit.  In 2009, Rick retired from the OSBI after almost 28 years of service. On May 16, 2011, Rick was appointed an Investigator for the Oklahoma State Board of Osteopathic Examiners where he conducts investigations of osteopathic physicians for violations of the Oklahoma Osteopathic Medical Act.  In 2012, he was promoted to Chief Investigator, a position he currently holds.

Sara Pastoor, MD, MHA, FAAFP, is a clinically active family physician and currently serves as the Director of Primary Care Advancement at Elation Health, where she advocates for primary care and its powerful role in the healthcare system. Dr. Pastoor is a seasoned physician executive with 20 years of experience in primary care innovation, patient-centered medical home, health system transformation, organizational change management, population health, EMR optimization, quality improvement, and health technology. She is a Fellow of the American Board of Family Medicine and spent the first 15 years of her career in the Army Medical Department. Dr. Pastoor has also led patient-centered transformation and primary care expansion in the academic and employer-sponsored primary care settings.

Jonathan K. Bushman, DO is proud to join the movement of physicians nationwide calling for a shift in primary care delivery. A native northwest Oklahoman, Dr. Bushman returned to the area for Family Medicine residency training through Integris Bass Baptist Health Center after graduating from Oklahoma State University College of Osteopathic Medicine in 2010. Following his last year as chief resident in 2013, he joined Integris Medical Group as an outpatient family medicine physician at Family Care Services of Enid with his friend and mentor, Dr. Dwayne Janzen. Dr. Bushman is gracious toward Integris for the opportunity to serve many patients in the last five years while participating in various leadership roles and training. He has had the opportunity to serve alongside many amazing people that will not soon be forgotten! As an undergraduate at the University of Central Oklahoma, Dr. Bushman pursued a degree in Political Science with an emphasis in Public Administration while obtaining his pre-medical education as well. He finished his degree with a capstone, 50-page paper entitled "The Rising Costs of Healthcare: Shifting the Responsibility". In that paper, Dr. Bushman elaborated on the numerous third-party interests in medicine that have compiled to create the complex, burdensome healthcare system that we have all come to know. Through medical school, residency training, and beyond, Dr. Bushman has persistently sought to simplify care and direct his efforts more and more toward patients. Upon visiting and observing firsthand how the direct primary care model works, he has embraced the model of care and the players within the national movement. With Direct Primary Care, Dr. Bushman sees an opportunity to be part of a greater mission within the political and business arenas of medicine to achieve meaningful change in the way healthcare is delivered. Dr. Bushman is blessed to have the support of his beautiful wife Andrea, and he is a proud father of Avery (12) and Aidan (10)! Having called Enid "home" for the past 8 years, Dr. Bushman looks forward to serving the Enid community and surrounding area for many years to come!!

Dr. Martin graduated from Southwestern Oklahoma State University College of Pharmacy in 1974 and practiced as a hospital pharmacist in Enid, OK for 2 years.  Matriculating at Oklahoma College of Osteopathic Medicine and Surgery in 1976, he is a 1979 graduate of Oklahoma State University College of Osteopathic Medicine.  Dr. Martin went on to complete his postdoctoral training at a rural Family Medicine program in Tulsa, OK and becoming board certified by the ABOFP in 1986. He was inducted as a Fellow of the College of Family Practice in 1996, and received recognitions as a distinguished fellow in 2005.

In private family medicine practice for the first 17 years of his professional carreer, Dr. Martin served as Chief of Staff and the medical director for Enid Regional Hospital. In 2006 Dr Martin was named as the founding Dean for Rocky Vista University College of Osteopathic Medicine in Colorado.  Moving to Edward Via College of Osteopathic Medicine in 2009, Dr. Martin served that institution as a faculty member, the Associate Dean for Clinical Affairs and as Vice Dean for Post Graduate Affairs.  Dr. Martin went on to be named as the founding Dean and CAO for the Liberty University College of Osteopathic Medicine in April of 2012. Dr. Martin retired from Liberty at the end of 2016, and then the following year Dr. Martin served as the interim Dean of the COM at Joplin for Kansas City University.  Dr. Martin retired once again and returned to Oklahoma in March 2019.

Dr. Martin has served on multiple American College of Osteopathic Family Physicians (ACOFP), American Osteopathic Association (AOA), state and federal government health care related committee’s and boards, including the DUR boards of Oklahoma and Iowa as well as the state Health Department Planning Committee and Rural Health Association in Oklahoma. His ACOFP service continues through service on the Past President Committee, the ACOFP Foundation and as the Convention Chairman.  After Serving on and as the Chairman of the Pre Doctoral Committee for the AOA and the AOA Bureau of Education, he served for an additional 6 years on it successor, the Commission for Osteopathic College Accreditations and has been active in pre-doctoral and post-doctoral education and evaluation for many years.   Dr Martin has been active in medical policy and politics, serving as a delegate to the AOA House of Delegates for four different states every year but one over the past 33 years.  During that time he has served on several reference committees’ at the house.  He currently serves on the AOA Bureau of Federal Health Policy and as Chairman of the association’s political action committee, (OPAC).

Dennis J Carter DO, FACOFP, is a 1987 graduate of OSU-CHS and is Board Certified in Family Medicine. Dr. Carter has practiced in Poteau, Oklahoma, for the last 34 years with an emphasis on geriatric medicine Dr. Carter has served a seven-year term on the Oklahoma Board of Osteopathic Examiners and was recently appointed to fill the unexpired term of the late Dale Derby, DO. Dr. Carter has served on the Board’s Review Committee. Dr. Carter has previously served as the President of the Oklahoma Osteopathic Association for 2006-2007. He has served on the Oklahoma Education Foundation for Osteopathic Medicine’s Board of Trustees. Dr. Carter and his wife Sheri have two daughters (Amy Wilson DO and Sara Carter), son in-law Brock Wilson DO, and four grandchildren (Carter, Tucker, Brady, and Grant).

Shari Moore, RN, BSN, has more than 30 years’ experience as a Registered Nurse in healthcare settings, serving in a variety of roles that have provided her the opportunity to gain a unique perspective in identifying and addressing the challenges providers face in their day-to-day practice.  She is currently the Vice-President of Risk Management at PLICO/a MedPro Group Berkshire Hathaway Company with responsibility for the Risk Management services for the southwest division. With patient safety as her focus for over 20 years, she has worked with hospitals, physicians and other professional providers on a local and regional level to provide practical, proactive solutions to improve patient care in both quality and experience.

Warren Silberman, DO, FACOI, FAOCOPM, graduated from the Des Moines University College of Osteopathic Medicine in Des Moines, Iowa, in 1974. Board certified in both internal medicine and aviation/aerospace medicine, Dr. Silberman is the aviation medical examiner and consultant for the Federal Aviation Administration in Oklahoma City.
