Texas Medical Foundation (TMF) Update
Tom Manley and Russell Kohl, MD
This session will provide an overview of current and prospective Quality Improvement efforts across our region. Mr. Tom Manley, CEO of TMF Health Quality Institute, will discuss current governmental perspectives on quality improvement and how these affect TMF efforts. Dr. Russell Kohl, TMF’s Chief Medical Officer, will share highlights of TMF learnings over the past year and provide an overview of upcoming projects in which Texas physicians may wish to participate.

Learning Objectives:
  1. Recognize potential impacts of governmental policies and regulations on the direction of TMF quality improvement efforts over the near future
  2. Discuss best-practices in quality improvement identified by TMF in the past year
  3. Identify potentially beneficial quality improvement projects for their personal practice

Statement of Accreditation
The Texas Osteopathic Medical Association (TOMA) is accredited by the American Osteopathic Association to provide osteopathic continuing medical education for physicians. TOMA designates this program for a maximum of 2 AOA Category 1-A credits and will report CME and specialty credits commensurate with the extent of the physician’s participation in this activity.

Monte Troutman Related Seminars and Products


Dr. Monte E. Troutman is an Associate Professor of Medicine at UNTHSC/Texas College of Osteopathic Medicine since 1983. He was the first full time academic gastroenterologist at TCOM. 

He is currently Chief of the Gastroenterology Division in the Department of Specialized Medicine. This GI division practices at John Peter Smith Hospital, Medical City of Fort Worth and Baylor Scott and White in Fort Worth, Texas. The GI division has three active gastroenterologists involved with the Gastroenterology Fellowship that has six fellows. 
Dr. Troutman is and has been very active in the Texas Osteopathic Medical Associate including serving as the President of TOMA in the past. He has been active with Texas Alliance of Patient Access, Texan Health Quality Institute, American College of Osteopathic Medicine, Crohn’s and Colitis Foundation and AOA House of Delegates. He recently served as President of the Faculty at UNTHSC. 


His hobbies include sports, comedy, politics and reading.

Russell Kohl Related Seminars and Products


As chief medical   officer for TMF, Russell Kohl, MD, FAAFP, works across the company to support quality improvement efforts and leads the company’s Innovation Team. He served as lead physician for the Comprehensive Primary Care initiative and now for the Comprehensive Primary  Care Plus initiative.

As a family   physician, Dr. Kohl strives to identify what is truly important to and for patients, how to measure those things and to improve them in collaboration with everything from solo primary care offices to academic health care systems. He is the current president of the American Health Quality   Association and vice-speaker of the American Association of Family Physicians Congress of Delegates.

Tom Manley, MBA, has a more than 30-year   tenure with TMF. As president and chief executive officer, he works closely   with the board of trustees and the Management team to ensure TMF continues to   meet its strategic goal of improving quality of health care to all. Mr.   Manley has overall responsibility for the operation of all TMF activity, acting under policies and directives established by the board.

He is responsible for the administration and oversight of all company day-to-day operations, making decisions that affect   both internal and external business relationships, and ensuring the   continuation and completion of efforts toward any new business opportunities.
