Learning Objectives:

Participants will be able to identify the following:

1. All the required components for a written prescription for a controlled substances in the state of FL. 

2. The "in's and out's" of the National Practitioner Data Bank.

3. The proper use and rules of the Florida Expert Witness Certificate.

Paul Fowler, DO, JD is both a physician and attorney and currently serves as the Chief Risk Officer, US Public Health Service, Department of Health and Human Services based in Washington D.C.  Previously he served as Legal-Medicine Officer to the Surgeon General of the Army.  He received his Doctor of Jurisprudence with Honors from Drake University Law School and is a graduate of the University of Des Moines College Of Osteopathic Medicine.

Dr. Fowler is Past-President of the American Osteopathic College of Occupational and Preventive Medicine.  Dr. Fowler is a Fellow of the American College of Legal Medicine, the American Academy of Family Physicians and the American Osteopathic College of Occupational and Preventive Medicine. He is Board Certified by the American Board of Family Practice, the American Osteopathic Board of Family Practice, the American Board of Forensic Examiners, the American Board of Disability Analysts and the American Osteopathic Board of Preventive Medicine.  

Dr. Fowler is a member of the Florida, Illinois, Kentucky and District of Columbia Bars.  He was sworn in as a member of the Bar of the United States Supreme Court.  He holds licenses to practice both law and osteopathic medicine in the State of Florida.
