Paul Fowler, DO, JD is both a physician and attorney and currently serves as the Chief Risk Officer, US Public Health Service, Department of Health and Human Services based in Washington D.C. Previously he served as Legal-Medicine Officer to the Surgeon General of the Army. He received his Doctor of Jurisprudence with Honors from Drake University Law School and is a graduate of the University of Des Moines College Of Osteopathic Medicine.

Dr. Sam Fillingane, DO is an Associate Professor of Clinical Medicine at William Carey University, College of Osteopathic Medicine, in Hattiesburg, MS. BIO: Dr. Italo Subbarao is a leader in domestic and international disaster response and has provided field and technical support during large-scale emergencies like earthquakes in Haiti and Pakistan, shootings in Mumbai, and hurricanes like Katrina – which brought about his first visit to Mississippi in 2005. Seven years later, having worked as an emergency room physician and disaster fellow at Johns Hopkins University School of Medicine and director of Public Health Readiness for the American Medical Association, Dr. Subbarao arrived in Hattiesburg.
Dr. Subbarao joined the WCU College of Osteopathic Medicine in 2012, serving as associate professor of clinical sciences and Associate Dean. Later, he moved into the role of Senior Associate Dean, and in 2019 became the Dean of WCUCOM. Dr. Subbarao serves on the board of directors for many state and national organizations, including the Mississippi Osteopathic Medical Association.
Dr. Hood is currently in a private practice, Elite Wellness for Women, an OB/GYN clinic in Jackson, Mississippi. He received his Doctor of Osteopathic Medicine degree from Kansas City University of Medicine and Biosciences – College of Osteopathic Medicine. He then completed his internship and residency in OB/GYN at the University of Mississippi Medical Center.
Dr. Hood remains extremely involved in the osteopathic profession. He is currently serving as a board member for the American Osteopathic Association. He also served as a student and resident member to the American Osteopathic Association’s Board of Trustees. He has served on the AOA’s Bureau of Osteopathic Education, and the AOA Council of Osteopathic GME Development. He has previously served on many AOA bureaus, councils, and committees.

He is a past president for the Mississippi Osteopathic Medical Association and has been very involved in the MOMA since he was a resident. He continues to serve as the MOMA delegation chair to the AOA House of Delegates.
He has served on two committees of the National Board of Osteopathic Medical Examiners. He is clinical preceptor for the William Carey University – College of Osteopathic Medicine in Hattiesburg, MS, where he teaches women’s health topics. He was awarded the MOMA Preceptor of the Year in 2021-2022.
He also serves on many hospital committees at River Oaks Hospital in Jackson, MS, currently serving as Chief of Staff.

An Ocean Springs, MS native, Dr. Tom Recore graduated from Tulane University in 2001 and accepted an officers' commission in the United States Marine Corps. In 2005, upon his return from deployment to Iraq with the 2nd Reconnaissance Battalion, he left active duty military service to pursue a career in medicine. He attended medical school at University of Mississippi Medical Center, graduating as a Medical Doctor in 2011. In 2015, he completed his residency in psychiatry at Duke University Medical Center where he served as the Executive Chief Resident. In 2016, he graduated from a forensic psychiatry fellowship program at the University of North Carolina and then returned to Mississippi.
After returning to Mississippi in 2016, Dr. Recore began working at Mississippi State Hospital (MSH) as a board-certified forensic and clinical psychiatrist, and he assumed a forensic liaison role with the state and local governments. He was appointed to Attorney General Hood's Mental Health Task Force, and created a jail-based competency restoration program funded by MSH to provide competency restoration services in Hinds and Madison counties, among others. He later assumed the role of the Director of Forensic Evaluation Service at MSH, where he implemented innumerable improvements to the conduct of forensic mental evaluations across the state. In this role, he also worked tirelessly to ensure a productive and collaborative relationship with the MS Circuit Courts and MacArthur Justice Center.
In the Summer of 2020, Dr. Recore was appointed as the Service Chief of the male and female adult chemical dependency units at MSH, and he continues to performs forensic mental evaluations, court testimony, and forensic liaison for the state of Mississippi.
Dr. Recore maintains board certifications in both clinical and forensics psychiatry, and is currently exclusively practicing as part of the medical staff at Mississippi State Hospital in Whitfield, MS.
Dr. Recore and his family reside in Rankin County, MS. His community of friends and family includes folks from Pinelake Church, Crossfit 27:17, and of course, MSH staff and their families. He's begun planting trees in Mississippi, and he hopes to see them continue to bear fruit in the upcoming years.
Dr. Reeves serves as the clinical director at South Mississippi State Hospital in Purvis, Miss.
Reeves received his medical degree from Kirksville College of Osteopathic Medicine in Kirksville, Mo. He completed an internship at Kirksville Osteopathic Hospital in Kirksville, Mo., a residency in psychiatry at University of Oklahoma-Tulsa in Tulsa, Okla., and a residency in neurology at University of New Mexico School of Medicine in Albuquerque, N.M.
He is board certified in psychiatry by the American Board of Psychiatry and Neurology and in neurology by the American Osteopathic Board of Neurology and Psychiatry. Dr. Joseph Nosser is originally from Vicksburg, Mississippi, and serves as an Assistant Professor of Pharmacy Practice with William Carey University School of Pharmacy. He currently practices as a clinical pharmacist with the Forrest General Hospital Family Medicine Residency Clinic in Hattiesburg, Mississippi. He earned a Bachelor of Science degree in biochemistry from the University of Southern Mississippi in 2013. He earned his Doctor of Pharmacy (Pharm.D.) degree from Samford University McWhorter School of Pharmacy in 2019. He also completed a PGY-1 community-based pharmacy residency from the University of Mississippi School of Pharmacy in 2020. Dr. Nosser is a Board-Certified Ambulatory Care Pharmacist (BCACP) through the Board of Pharmacy Specialties (BPS) and a Board-Certified Medication Therapy Management Specialist
(BCMTMS) through the National Board of Medication Therapy Management (NBMTM).
He is the founder and chief executive officer of Rx Wellness Clinical Solutions, LLC, an independent pharmacy consulting firm, which helps local independent pharmacies in southeast Mississippi to implement clinical services and to improve patients’ medication adherence. His professional interests include ambulatory care pharmacy, pharmacist-led clinical services, and precepting future generations of student pharmacists in Mississippi. He attributes his passion for teaching to his three aunts, who are retired teachers with a collective experience of over 100 years in private and public-school education in Vicksburg, Mississippi. Dr. Nosser is an avid supporter of Southern Miss athletics and enjoys spending quality time with his family and friends.
Julius Kato, DO, MPA, HCA, FACC is board certified in cardiovascular medicine and internal medicine by the American College of osteopathic internist, Dr. Julia Kato brings over 19 years of clinical experience to Columbus vascular care period. Originally from Slidell, LA, Richard C. Calderone, DO, MPH performed his undergraduate studies at Southeastern Louisiana University. He earned a Master of Biomedical Sciences degree from William Carey University, as well as a Master of Public Health degree from the University of Southern Mississippi. He is a graduate of the inaugural class of William Carey University’s College of Osteopathic Medicine, where he was a National Health Service Corps Scholar. Dr. Calderone completed his residency training in both Internal Medicine and Pediatrics at The University of Mississippi Medical Center and received additional certifications in Hypertension and HIV Medicine. He is currently a fellow in the Population Health Training in Place Program, through the Centers for Disease Control and Prevention’s “Preventive Medicine” program. Dr. Calderone is the secretary of the board of directors for the Mississippi Osteopathic Medical Association and for the South Mississippi Medical Society. Born in Michigan, Dr. Latack entered in the United States Air Force in 1995 where he served for 27 years. He received his MD from the Uniformed Services University in Bethesda, Maryland. He completed his residency in internal medicine and fellowship in nephrology and is a Fellow in the America College of Physicians and American Society of Nephrology. Dr. Latack moved to Mississippi in 2007 and served as Associate Program Director and Program Director for the Internal Medicine residency at Keesler Medical Center for 15 years. He is currently the Internal Medicien Program Director at Memorial Hospital of Gulfport.
Dr. (Maj) Ryan Anderson, DO is an emergency medicine physician in Biloxi, MS. He is a Major in the U.S. Air Force, stationed at Keesler Air Force Base where he serves as flight commander and lead physician of the emergency department. He also works part time at Singing River Gulfport and Highland Community Hospital to help serve the local community. He was recently named Director of Ultrasound at William Carey University College of Osteopathic Medicine and has developed a revolutionary ultrasound credentialing platform for all graduating medical students. BIO: Cindy Brown is native of Jackson, MS. Cindy has worked in the Healthcare field for over 24 years and 20 of those years were associated with The MS Division of Medicaid. She has been the VP of Membership of Toastmasters “Guess Who’s Talking Now” Club Number 3284 for the past 2 years. She has served as the Financial Advisor for The Jackson Rattlers AAU Basketball Team. She is a Youth Leader, Sunday school teacher and a member of the Leadership Board at Grace Inspiration Church; as well as an original Mississippi Mass Choir Member. Cindy has been married for 23 years to Percy Brown III and they have two sons; Percy Brown IV (20) and Peyton Omar Brown (19). Cindy received an Associate’s Degree from Hinds Jr. College and her Bachelors of Science Degree in Business Management from Jackson State University.
The Pascagoula, MS native began his medical career after a brief stint in the minor leagues with the Arizona Diamondbacks professional baseball organization upon graduating from Millsaps College in 1996. Dr. Kinard received his medical degree from the Kansas City University of Medicine and Biosciences College of Osteopathic Medicine in 2003. He completed his Anesthesia residency and Pain Medicine fellowship at the University of Mississippi Medical Center. Dr. Kinard maintains dual Board Certifications in both specialties.
He has served on the Board of Directors for the Southern Pain Society and is an active member of the American Society of Anesthesiologists, Southern Pain Society and the American Society of Interventional Pain Physicians. Dr. Kinard is a regionally known speaker and serves on the Mississippi State Board of Medical Licensure.
The practice at Willow utilizes a comprehensive, multimodal approach to the management of a multitude of chronic painful conditions, including procedural, medical, psychotherapeutic, and rehabilitative efforts. Dr. Whitney Herring serves as the Medical Director of the Pediatric Metabolic Clinic at MCAM. Dr. Herring received her Bachelor of Science degree in General Sciences and Pre-Med from Mississippi State University, her Masters of Public Health with a concentration in Epidemiology from the University of South Florida and her Medical Degree (M.D.) from the University of Mississippi Medical Center. Prior to joining MCAM, Dr. Herring has been leading a pediatric obesity program for the last two and a half years and practiced general pediatrics for three years prior to that. Dr. Herring is board certified in pediatrics by the American Board of Pediatrics and board certified in obesity medicine by the American Board of Obesity Medicine. Dr. Herring will be working alongside a pediatric dietitian to help build the program at MCAM through a multi-disciplinary approach. Dr. Herring is a mom to three young children and enjoys exercising, eating good food, traveling, shopping and gardening.
Dr Shay's interest in medicine began as a young missionary child in Congo, Africa where she was exposed to the culture of traditional healing. By the age of ten the interest in health care was growing. She would help missionaries by giving shoulder massages where she loved using her hands. She later decided to be a physician rather then a nurse as she "wanted to be in charge." Dr. Shay learned in college that her desire to help people with her hands could be combined with mainline medicine in the field of Osteopathy, so she became a fully licensed Osteopathic physician. It was the exposure to traditional therapies in Africa that drew her to holistic health.
A US Navy scholarship to Osteopathic Medical School led her to be come a Navy Medical Officer. Between Internship and Residency, Dr. Shay was selected to work as a General Medical Officer at the Naval Hospital Corpus Christi, Naval Air Station Corpus Christi, Texas. There she worked in the General Medicine Clinic and completed her tour of duty as the Department Head of the Active Duty Clinic. During and after Residency she worked in two very busy Emergency Departments on the Southern Coast of Texas. After practicing full family medicine for many years, Dr. Shay chose to specialize in the area of medicine where she felt that she could have the most impact on the most lives and the area which she loves the most: Osteopathic Manipulative Medicine (OMM).
Dr. Shay utilizes a wide variety of Osteopathic Manipulative Treatment (OMT) styles, including Cranial Osteopathy, Biodynamics, Muscle Energy, Fulford Percussor Hammer Techniques, Counterstrain, Myofascial Release, Visceral Manipulation, HVLA, Prolotherapy and more. Paula Province Warren, MD is a neurologist and the founder of The Headache Specialists. She has more than 10 years of experience treating migraine and other headache disorders.
