Owen is the Bureau Chief for Cannabis Regulation at Iowa HHS and has been with the medical program since implementation in 2018, and began overseeing consumable hemp in 2023. He received his undergraduate degree in Biology and Chemistry from the University of Northern Iowa, and his MPH from the University of Iowa. He has been working in the regulated cannabis industry since 2015.
